Why fragmentation is a historical configuration, not a technical failure
The territory did not begin fragmented. Rivers, slopes, fertile soils, and natural crossings structured settlement long before cadastral units or administrative boundaries existed. It functioned as a continuous physical system before it was ever governed as one.
Fragmentation began when land acquired fiscal meaning. Measurement emerged to assign value, boundaries formalized taxation, and registries institutionalized ownership. The landscape was reinterpreted as divisible property, and value became the first lens that reorganized space.
Industrialization deepened this transformation. Cadastral systems modernized, hydraulic engineering expanded, transport networks reshaped settlement patterns, and utilities overlaid technical grids onto property structures. Specialization strengthened individual domains while multiplying territorial realities.
The digital era promised integration through geographic information systems, shared databases, and interoperable platforms. Data became more visible and accessible, yet institutional mandates largely remained sectoral. Technology reorganized information faster than it reorganized governance.
As complexity accumulated across decades of sectoral evolution, interdependence became unavoidable. Mobility influences land value, water systems constrain urban growth, and infrastructure capacity shapes building density. The territory reappears as a single operational system, not because domains disappear, but because their consequences converge in the same space.
Territorial scenarios are not technological stages. They are historical configurations of how society defines, measures, organizes, and governs the same physical reality. The territory remains one; governance repeatedly redraws its logic.
