Geofumadas: from the Multifinalist Cadastre

Here is the graphic of a conference that I have just given, on the multipurpose cadastre, its link with the declarations of Cadastre 2014 and other perversions.

Although it feels better to show it in PowerPoint, here are some conclusions:

1. What we call “purpose”

The multi-purpose wedge has been attributed to it for some time, however a distinction must be made between the thematic approach of a cadastre and the comprehensive approach that can be called "the purpose". For this reason it is important to separate between what we do (thematic approach), why we do it (application) and what benefit we will all have in the end (integral approach)

image The Thematic Approach it is focused on the specific purposes that the cadastre can have, such as fiscal, legal, socio-economic and land use (among others).

This approach needs to be clearly defined, because it is usually in the hands of "technicians" and "thinkers" have to influence it so that it is not perverted. It does not mean that the "technicians" do not have the ability to think, but rather that at this level it is not their role, so the surveyor must measure his property, the digitizer must draw the map, the programmer write the script... and everyone must do it very well, according to the procedure.

image The applications that are given to the thematic approach, these are usually in the hands of “Professional thinkers” that seek their link to territorial policies and a risk they run is the harmful influence of sectarian interests or government politics.

  • The fiscal approach May have uses for collection and e-government
  • The socio-economic approach Towards local economic planning and development
  • The legal approach Toward regularization and institutional integration
  • The land use towards territorial ordering and the recovery of capital gains.

image The holistic approach, which are the results of the cadastre applications aimed at improving the living conditions of human beings. And although they are not as linear as my graph, we can see that:

  • Revenue and e-government Efficiency in services
  • Local economic development and planning can lead to the creation of public policies
  • El Territorial order And the recovery of capital gains lead to the sustainable development.
  • And the Regularization And institutional integration lead to the legal security.

Perhaps this is the most complicated because it must be in the hands of "strategists" who will lead to decisions at the national, regional or simple level. Municipal management. One of its greatest difficulties is the inexistence of strategic plans that can give lines to follow, as well as clear rules of institutional relations that are not perverted in transitory processes or the bad habit that some strategists have of making beautiful ppt presentations and writing very little . If the purpose of what we are looking for is lost, sooner or later we will be doing activities that are not our competence or that will not be possible to sustain in the long term.

2. How much fits into the “multipurpose”

If we observe, the concept "multipurpose" does not consist of "how many data” has the cadastral record, without rather in “how many users” will use it.

This is the reason why a “multipurpose” file should not contain a large amount of information, but one that has multiple uses. Then the concept of thematic approach comes into play, so that two institutions do not duplicate information or effort and even if one investigates it, it is the responsibility of the one that can update it.

3. When is the “multipurpose” fulfilled?

Without much hesitation, it is fulfilled when the existing thematic approaches are related to each other, and note that I am saying “relationship” because this does not require computer tools, but procedures... even if that implies sending a paper document. Here it is worth remembering that the Myths of Cadastre 2014 they have to be fulfilled as the institutions modernize and the automation matures… on this side of the Pyrenees 🙂

So getting a cadastre up and running requires institutional clarity and sustainability; For this reason, many start with the cadastre with a fiscal approach, and if it fulfills its "relationship" with the tax control unit, allowing measurement + valuation + regulations to lead to efficiency in the provision of services; then it is fulfilling its multipurpose role.

The point is that if you want to take the different approaches at once, we will have a sheet the size of a sheet, complexity in Precision criteria and when we want to institutionalize the process... a stubborn will come to say that he was missing an "indispensable piece of information" or in the worst case, the information will be outdated.

  1. I think that in search of multiplicity is the failure of these projects, however a more appropriate concept would be that of INTEGRATED CATASTRO to national development.
