Course of cadastre, first day

Yesterday we started the course of accreditation of service providers for Catastro, who commented to them some days ago. For now we have almost 30 applicants, some with some well-earned gray hair and others with some experience in municipal cadastres.

Although this first week is oriented to training in the survey by direct methods, this first day has gone easy, the introductory theme:

Introduction to the Project

municipal zoning This has been to present the focus of this project, which has intervention in 64 municipalities and whose priority is more rural although it also includes urban. The three-week agenda, evaluation form and opportunities for these applicants to contract with the municipalities involved have been presented.

It has been basic to clarify many doubts or confusions that someone could have, also to define the multipurpose range of the process but its fiscal priority.

Historical review of the Cadastre

Without delving into "History Channel" topics about how the cadastre was born, a review has been presented of the interventions that the National Cadastre and other projects have had in those areas where the project will be carried out. This has been necessary so that technicians know where they can find reference information and essential data such as maps of the legal nature of the land.

Basic legislation

  • The legal nature of the land
  • Laws involved in land management
  • The cadastral management in the municipalities in this context
  • The law of municipalities and their powers in the field of cadastre, fiscal management, land management and environmental management
  • Definition and delimitation of urban - rural lands

Everything has been done from the context of this country and based on example cases presented by the facilitator or participants of the course. The discussion of some articles of the civil code that have become obsolete but have legal validity has been included. I must admit that the facilitator is very good at this, after more than 25 years of working on this issue… my respects.

The legislation tends to change from one country to another, although the practice is almost the same; Municipalities are responsible for collecting taxes, extending operating permits, construction permits, subdivisions, natural resource exploitation permits, environmental licenses, development projects, and extending property titles known as full domains in ejidal areas or private sites owned by the municipality. . For these different areas, which include their role within territorial ordering, the municipalities have autonomous powers that cannot exceed national regulations.

In order not to create much confusion in a country where there are more laws than people, we have based ourselves on defining the minimum roles of municipal units that exercise territorial management and how the Cadastre must have a collaborative link; among them: Tax Control, Municipal Environmental Unit, Urban Planning, Community Development and Municipal Police Court. Other municipalities reach another level of geoastralities.

In the end they have been given a material that includes the laws involved, although the time has been short, it has been necessary to make them realize that they must dominate the municipal context in order to respond to the requests presented by the mayors in the time they are providing their services there. Someone said that a cadastre consultant should even be a “midwife”, and perhaps he is right.

  2. Hello, I am in Argentina and I have worked quite a lot in the cadastral area, but I can not deduce in what place the course referred to is dictated. If it is not annoying, I would like to know, given that for some idiomatic turns I think it is some Latin American country and from Argentina we could give you some of our experience.
